Council of Europe Committee of Experts finalises draft Recommendation on accountability for technology-facilitated violence against women and girls

The Council of Europe’s Committee of Experts on combating technology-facilitated violence against women and girls (GEC/PC-eVIO) held its fourth and final meeting from 30 September to 2 October 2025 in Strasbourg. 

The Committee concluded its work on the draft Recommendation on accountability for technology-facilitated violence against women and its Explanatory Memorandum. The Recommendation responds to the growing concern over technology-facilitated violence against women and girls, which causes profound harm and forces women and girls out of public spaces. As the Council of Europe Secretary General has underlined, such violence is "a direct attack on democracy and on half of humanity". The Recommendation calls for accountability at every level and aims to foster an environment in which technology-facilitated violence against women and girls is neither facilitated, condoned, accepted nor ignored. The Recommendation is expected to be adopted by the Council of Europe Committee of Ministers in early 2026.

The GEC/PC-eVIO is composed of eight representatives of member States - four designated by the Council of Europe Committee on Crime Problems (CDPC) and four by the Gender Equality Commission (GEC). They are supported by six independent experts with established expertise in relevant fields as well as by representatives from a range of relevant European institutions.
