From 17 to 19 March, a delegation from the Department for the Execution of Judgments of the European Court of Human Rights (DEJ) visited Korça and Tirana. The mission, organised in cooperation with the State’s Advocate’s Office, aimed to discuss with the Albanian authorities the execution of cases concerning Albania. Discussions focused primarily on groups of cases under enhanced supervision or pending for more than five years, including those scheduled for examination by the Committee of Ministers in 2026.
The delegation, accompanied by the Roma and Travellers Division, visited the Naim Frashëri School in Korça to discuss desegregation measures required for the execution of the X and Others judgment. They met with the Deputy Minister of Education, the mayor of Korça, a representative of the Office of the Anti-discrimination Commissioner, officials from various local and regional institutions, civil society representatives, the school principal, teachers, and parents.
In Tirana, the DEJ met with the Deputy Minister of Justice, with a member of the High Judicial Council, the Prime Minister’s Legal Advisor, the Ombudsperson, the Deputy General Director of Prisons, representatives from the Ministry of Health, representatives of the General Prosecutor’s Office and district prosecution offices, the Special Prosecution Office Against Corruption and Organised Crime, the State Cadastre Agency, the Agency for the Treatment of Property, and a representative from the European Union delegation to Albania. Discussions addressed the Luli and Others group of cases (excessive length of proceedings and effectiveness of the domestic remedy); the Strazimiri case (poor detention conditions and medical care for forensic mentally-ill patients); cases concerning ineffective investigations; and the Ramaj case (failure to register certain property titles) and other restitution cases (Jella and Others).
The Albanian authorities provided detailed updates on actions taken and reaffirmed their commitment to advancing the execution and continuing the co-operation with DEJ and other Council of Europe bodies.
