On 15 April, the Department for the Execution of Judgments of the European Court of Human Rights participated (online) in the International Conference "National Courts and the European Court of Human Rights: respective roles, interaction and judicial dialogue", which took place in Kyiv and was organised with the support of the Council of Europe.
The Department’s intervention focused on Ukraine's progress in ensuring effective domestic remedies aligned with the Convention standards. The discussions also covered the issue of re-opening of domestic proceedings after a violation identified in the judgment of the European Court. Further, two recent judgments (Alakhverdyan v. Ukraine and Chaykovskyy v. Ukraine) concerning the scope of extraordinary review procedures were discussed, and gaps in the effectiveness of remedies at the national level were explored, including regarding non-execution of domestic judgments (Ivanov and Burmych group of cases), excessive length of proceedings (Merit and Svetlana Naumenko groups), and lawfulness of detention (Ignatov group).
The conference further strengthened the dialogue between the Council of Europe and the Ukrainian judiciary on implementing the Convention and executing the judgments of the European Court.
