In the Vasilescu group of cases, the Conseil central de surveillance pénitentiaire (CCSP) submitted a communication to the Committee of Ministers related to structural problems of prison overcrowding, poor material conditions of detention and the lack of effective domestic remedies to complain about them. The Court identified these problems in two judgments, one dating from 2014 (Vasilescu) and the other from 2017 (Sylla and Nollomont).
This group of cases will be examined during the next September DH meeting.
