“Enhancing a culture of knowledge and integrity in and through education is key to effectively fighting corruption” – 2nd Plenary session of ETINED

“The fight against corruption remains among the Council of Europe top priorities” – underlined Mrs Snežana Samardžić-Marković, Director General of Democracy at the opening session of the 2nd Plenary session of the ETINED Platform – “It is all the more important to fight it since the threats to our values today are real. Nationalism and populism are on the rise in some of our member States. Populism is an emotional appeal that harnesses public grievances against the establishment, and is nurtured by the lack of confidence of citizens towards the establishment, seen as “all corrupt”. Therefore we must enhance a culture of knowledge and integrity and we must start with education”.

ETINED was established in 2015, and its mandate stems from the final declaration of the Council of Europe 24th session of the Standing Conference of Ministers of Education and from the Committee of Ministers Recommendation on “Ensuring Quality Education” which defines “quality education” as being “free of corruption”.

The 2nd plenary session is focusing the discussions on:

  • New draft recommendation promoting the development of codes of ethics in the teaching profession,
  • A framework instrument to address the worrying issues of education fraud,
  • A new tool to help member states in assessing the levels of academic integrity in higher education.
