New publication – Contextualising Competences for Democratic Culture in Digital Citizenship Education (Guidance document)

“Contextualising Competences for Democratic Culture in Digital Citizenship Education” targets policymakers, curriculum developers, educators, and other stakeholders involved in education. It aims to explain how the Reference Framework of Competences for Democratic Culture (RFCDC) supports Digital Citizenship Education, and how competences for democratic culture (CDC) outlined in the RFCDC are related and used to underpin digital citizenship education in classroom settings.

The RFCDC is crucial for developing democratic competences amidst current challenges to democratic culture in Council of Europe member states. Digital Citizenship Education builds on the RFCDC and adapts it to the digital era, recognising the profound impact of the digital transformation of our societies on citizenship.

DCE does not introduce a new competence framework but applies the RFCDC principles to digital contexts, emphasising that digital situations can also be democratic situations.

At the same time, by focusing on competences for democratic culture, DCE enriches digital education, helping learners to become competent, confident, and creative users of digital technologies.
