Within the framework of the project “Strengthening Democratic Citizenship Education in Albania”, a methodology for assessing the level of democratic and inclusive governance and decision-making policies and practices in the selected schools participating in the project was developed. This exercise aims to review and assess the national legal basis provided for the establishment, composition and functioning of different governance and decision-making bodies at school level such as parents’ councils, ethics and behaviour committees, board of education institutions, teacher councils and student governments.
The ultimate goal is to ensure that the pilot schools truly participate in the project. Therefore, from the outset, a questionnaire targeting students and teachers to establish a baseline to assess the coherence between the various components of education policy and practice related to school governance at 25 selected schools was developed in cooperation with the leading national and international experts, and the Ministry of Education, Sports and Youth.
The two questionnaires, one directed at the teachers and another at the students, have just been sent out today. Based on the results, the project team will formulate policy recommendations and design interventions to ensure further compliance with Council of Europe best practices, and specifically with Competences for Democratic Citizenship, to enhance the capacity of the formal education system to develop competences for a democratic culture in school children.
