Members:

The members of the Committee have been representatives appointed by governments of member States, having relevant qualifications and/or responsibility in the field of protection and promotion of the rights of persons with disabilities. Each member of the committee had one vote.

The Council of Europe bore travel and substitence expenses of one representative from each member State (two in the case of the State whose representative has been elected Chair). Member States may send other representatives without defrayal of expenses.

Since April 2018,as a result of the sustainable measures and adjustments to the Programme and Budget 2018-2019, the CAHDPH has been suspended, meaning that all CAHDPH work, activities and meetings will no longer take place. The Commitee of Ministers decided that this area of work would be mainstreamed across the Organisation which, through relevant intergovernmental work and co-operation activities will continue contributing towards the implementation of the Council of Europe Disability Strategy 2017-2023.

Participants:

The following could send representatives, without the right to vote and at the charge of their corresponding administrative budgets:

  •  Parliamentary Assembly of the Council of Europe;
  •  Congress of Local and Regional Authorities of the Council of Europe;
  •   European Court of Human Rights;
  •  Council of Europe Commissioner for Human Rights;
  •  Conference of INGOs of the Council of Europe;
  • Committees or other bodies of the Council of Europe engaged in related work, as appropriate.

The following could send representatives, without the right to vote and without defrayal of expenses:

  • European Union (including as appropriate the European Union Agency for Fundamental Rights (FRA);
  • Observer States to the Council of Europe: Canada, Holy See, Japan, Mexico, United States of America;
  • United Nations (UN): United Nations Educational, Scientific and Cultural Organisation (UNESCO); United Nations Children’s Fund (UNICEF); World Health Organization (WHO); International Labour Organisation (ILO); United Nations Development Programme (UNDP); Office of the High Commissioner for Human Rights (OHCHR); Office of the United Nations High Commissioner for Refugees (UNHCR);
  • Organisation for Economic Co-operation and Development (OECD);
  • Organisation for Security and Co-operation in Europe (OSCE);
  • World Bank;
  • Nordic Centre for Welfare and Social Issues (NVC) under the aegis of the Nordic Council of Ministers.

Observers:

The following could send representatives, without the right to vote and without defrayal of expenses:

  • European Network of National Human Rights Institutions (ENNHRI);
  • European Association of Service Providers for Persons with Disabilities (EASPD);
  • European Disability Forum (EDF);
  • Rehabilitation International (RI).

Back New General Assembly Resolution on Situation of Women and Girls with Disabilities

On 21 November 2017, the Third Committee of the 72nd session of the UN General Assembly adopted the draft resolution A/C.3/72/L.18/Rev.1 on the “Implementation of the Convention on the Rights of Persons with Disabilities and the Optional Protocol thereto: situation of women and girls with disabilities.” It recognises that women and girls with disabilities are faced with multiple and intersecting forms of discrimination which poses barriers in all aspects of life. The draft resolution, inter alia, acknowledges the importance of taking measures to raise awareness of the rights of women and girls with disabilities in order to eliminate stereotypes, prejudices and violence.

Awareness raising on the rights of persons with disabilities, equal opportunities and freedom from exploitation, violence and abuse are among the priority areas of the Council of Europe Strategy on the Rights of Persons with Disabilities: Human Rights a Reality for All.
