From 17 to 19 June 2025, the Committee of Convention 108 (T-PD) held its 48th Plenary Meeting in Strasbourg to discuss current developments in data protection and future priorities. The Committee plenary was highly successful; key developments included:
- the official adoption of the Guidelines on general principles of Article 11, a significant milestone following years of discussion;
- the endorsement of the joint expert report “Data Protection in the Context of Large Language Models” presented by Isabel Barberá (Rhite) and Murielle Popa Fabre (Responsible AI);
- progress made on draft guidelines for data protection in neuroscience, with expert input from Dr. Eduardo Bertoni and Dr. Marcello Lenca.
Further discussions explored the advancement of Convention 108+ ratifications, cooperation on transborder data flows, and the development of related tools—including the promotion of the Council of Europe’s Model Contractual Clauses and the Secretariat’s initiative to encourage multilateral dialogue on data transfers. It welcomed new observers, including:
- Ecuador
- the Network of African Data Protection Authorities (NADPA),
- the Chilean Association of Professionals in Personal Data Protection, and
- the Colombian Data Protection Authority.
The Committee was pleased that Ms Tamar Kaldani was elected as the new Data Protection Commissioner of the Council of Europe. It sincerely thanked the outgoing commissioner, Mr Jean-Philippe Walter, for over 4 decades of contributions and service to the Committee and the Council of Europe.
