The Bureau of the Committee of Convention 108 (T-PD) held its 66th meeting in Paris on 16 ─17 September 2026.
The Bureau held an exchange of views with regard to the preparation for the entry into force of Convention 108+, encouraged all Parties to finalise their ratification procedures as soon as possible and invited the Secretariat to organise a tour de table on the state of play of the ratification at the next plenary meeting in November.
The Bureau congratulated the Republic of Moldova on approving the Model Contractual Clauses of the Council of Europe (CoE MCC) through its domestic legislation and discussed further steps to support the wider recognition and approval of the CoE MCC. As a result of discussions, in the frames of the Action Plan on the Promotion of Council of Europe Model Contractual Clauses (MCC), the Bureau discussed the draft guide to support the recognition and approval of the CoE MCC in the Parties, with the involvement of Eduardo Ustaran, as expert.
Additionally, the Bureau discussed the opportunity to develop an explanatory document on the inventory of legal regimes for data transfers under Article 14 of the Convention 108+, notably on the legal conditions and scope of application of each legal basis for transborder transfers, as well as on the application of the respective exceptions.
The Bureau also discussed new draft guidelines on Data Protection in the Context of LLMs, presented by the rapporteur, Ms Anamarija Mladinić, as well as new draft guidelines on Data Protection in the Context of Neurosciences, presented by the rapporteur, Ms Alessandra Pierucci, and exchanged views on both documents with a view of their finalisation and adoption in 2026 but not later than in the plenary meeting in June 2027.
