64th Meeting of Bureau

The Bureau of Committee of Convention 108 held its 64th meeting on 29-30 September 2025 in Paris.

The Bureau first and foremost discussed the urgency of the entry into force of the Protocol CETS No 223 amending Convention 108 (often referred to as “Convention 108+”) and encouraged all Parties to finalise their ratification procedures as soon as possible.

The Bureau then agreed on possible further actions regarding the transborder flows of personal data and proposed that specific outcomes and actions are integrated in the draft Work Programme 2026-2029 to be adopted by the plenary meeting on 3-5 November 2025.

The Bureau also carried on with its standard setting activities, notably by discussing the draft Guidelines on Privacy and Data Protection in the Context of Large Language Models-based Systems and draft Guidelines on Data Protection in the Context of Neuroscience.

The Bureau meeting was attended by several observers too, including representatives from the Gabonese Republic and the Republic of Ecuador who participated for the first time, expressing their authorities’ high interest in the work of the committee and its Bureau.
