45th Plenary meeting of the Committee of Convention 108

The 45th plenary meeting of the Committee of Convention 108 (T-PD) took place from 15 to 17 November 2023, in Strasbourg. The high point of it was the deposit of the instrument of ratification of the Protocol amending Convention 108 by San Marino, on the occasion of the 35th anniversary of this country’s accession to the Council of Europe. The Republic of San Marino thus becomes the 31st country to join the modernised Convention 108+.

The plenary meeting of the T-PD, which gathered participants from some 70 countries, national and international institutions, was productive with the adoption of the second module of the Model Contractual Clauses for the transfer of personal data from controller to processor. As a reminder, the Committee of Convention 108 had adopted the first module (from controller to controller) in June this year. The T-PD has continued its drafting work on guidelines on the protection of individuals with regard to the processing of personal data for the purposes of voter registration and authentication, as well as on interpreting article 11 of the modernised Convention. It also decided to start working on data protection in the context of neurosciences as the next topic to be dealt with following its 2022-2025 work programme.

And last, but not least, the T-PD proceeded to a partial election at the Bureau following the departure of one of its members in October. Mrs Virpi Koivu was elected for the remainder of the term until November 2024.
