Back Council of Europe supports terrorist financing risk assessment in NPO sector

The Council of Europe through its joint EU/ Council of Europe “Project against Economic Crime in Kosovo” (PECK III) is supporting Kosovo* authorities to strengthen the implementation of the standards for the prevention and suppression of terrorist financing, including in the Non-Profit Organisations’ (NPOs) sector. 

In this respect the Council of Europe is supporting Kosovo authorities in the process of NPOs sectoral terrorist financing risk assessment as per developed Council of Europe Methodology. 
For this purpose and as a follow-up to the first Workshop which was organised in September 2022, the Project held a two-day consultative Working Group meeting on 6 and 7 February 2023 in Pristina to discuss further steps of the Risk Assessment process.

Participants representing the Financial Intelligence Unit (FIU), Central Bank, Police, Special Prosecution Office, Ministry of Finance and Civil Society representatives discussed and agreed on needed steps for ensuring NPO input into the process. The activity provided an opportunity for NPOs to raise any questions or concerns related to definitions under the domestic legislation and implications on the data gathering process. 

Following the Working Group meeting, the FIU issued a decision on the establishment of the NPO Risk Assessment Working Group and the Risk Assessment Analytical and Coordination Team. 
The Council of Europe will provide further support to the Working Group throughout the risk assessment process. 

The activity was organised within the framework of the “Project against Economic Crime in Kosovo” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the Council of Europe.
