The Council of Europe/EU joint “Project against Economic Crime in Kosovo” (PECK III) is supporting the authorities of Kosovo in strengthening the asset management system. In 2021 the project conducted a needs assessment for enhanced effectiveness and provided recommendations following the review of the Legal and Operational Framework of the Agency for the Management of Sequestrated and Confiscated Assets (AMSCA).

Furthermore, the project provided recommendations on the legal initiative aiming at establishing a Confiscation Fund from the confiscation of illegally acquired assets as well as a study on comparative good practices of functioning and managing a confiscation fund. The adoption of the Concept Document on the establishment of the Confiscation Fund by the Government based on project’s recommendations, offers further legal and practical opportunities to the establishment and use of the Fund (including the social reuse of assets).

In view of the support provided and in cooperation with AMSCA, PECK III supported the organisation of a Roundtable on “Strengthening the capacities of AMSCA to carry out an effective management of sequestrated and confiscated assets” which took place on 8 September 2022 in Pristina.

The roundtable was an opportunity to present and discuss needs and challenges of the Agency related to the new Asset Management Database System and other institutional needs, good practices on asset management and disposal with representatives of AMSCA and other responsible authorities, international partners and Council of Europe experts.

As a follow-up, PECK III will provide further assistance and advice to support the establishment of the new Asset Management Database System of AMSCA.
