Representatives of Montenegrin local assemblies discuss ethics and prevention of conflict of interests

Sixty (60) councillors from 21 local assemblies in Montenegro benefited from two trainings on “Good Conduct, Ethics and Prevention of Conflict of Interests“, which took place on 26-27 March 2019 in Montenegro. The trainings were organized within the CoE/EU’s Horizontal Facility Action against Economic Crime in Montenegro, and represent a continuation of earlier successful activities aimed at building ethics and integrity among public officials in Montenegro. During the two sessions, participants discussed with Council of Europe experts the existing framework regulating conflict of interests, assets declarations, gifts and donations ambiguities in the implementation of provisions of the Law on Prevention of Corruption, Law on Lobbying and Codes of Ethics pertaining to elected representatives in local assemblies and everyday situations challenging their integrity and professionalism and sought advice on how to act in such situations where legal provisions are not clear. The discussions were based on the Guidelines on Good Conduct and Prevention of Conflict of Interests produced within the Action. Discussions were complemented with exercises which included recognizing, avoiding and reporting potentially unethical or illegal behaviour both in the local assembly and in their private lives. In addition to the Guideline, participants also received a draft of the form for disclosing of private interest prior to voting
