Training programme on Artificial Intelligence and its impact on human rights

The Council of Europe organised a two-day training programme on Artificial Intelligence and its impact on human rights for the staff of the Ombudsperson’s Office. The event brought together 28 participants and was designed to strengthen the institution’s capacity to address the growing human rights implications of AI technologies in public administration and beyond.

The training provided an overview of recent developments in AI, highlighting international human rights standards and regulatory frameworks. A key focus was the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law - the first legally binding international treaty in this domain.

Participants were also introduced to the HUDERIA Methodology, a tool developed by the Council of Europe to support risk and impact assessments of AI systems on human rights. In addition, they explored the UNESCO Digital Competency Framework for civil servants, which outlines essential skills and knowledge for public sector professionals operating in a digital environment.

Alongside expert-led discussions, the training featured hands-on sessions to help participants integrate AI tools into their daily workflows, ensuring the responsible and informed use of technology in their operations.

This training was organised within the framework of the Council of Europe project “Support to the Office of the Ombudsperson in the Protection of Human Rights in the Republic of Moldova - Phase I” .
