Preparations of electoral management bodies for the strategic planning cycle

Seven participants, comprising experts from the Republic of Moldova and international consultants, gathered in Bologna, Italy, for a three-day workshop based on the Council of Europe URSO toolkit for strategic planning and prioritisation of electoral co-operation. The event aimed to enhance the capacity of Moldovan URSO consultants and beneficiary institutions in assessing the implementation and development of strategic programmes of the Central Electoral Commission (CEC) and the Centre for Continuous Electoral Training (Training Centre).

The Council of Europe international consultants shared their knowledge and skills to ensure a common understanding among participants, clarified operational roles and refined data collection tools for the upcoming assessment and development processes. Practical sessions involved simulations and role-play - for instance, testing interviews and developing SWOT analyses, alongside exercises mapping key stakeholders (SIDRA). By the end of the workshop, experts agreed on an operational roadmap for the 2026 assessment phase and development of the new strategic documents for 2027-2032 for the CEC, the Training Centre and, possibly, for the Central Electoral Council of ATU Gagauzia.

The activity is carried out within the Project “Improving electoral practice in the Republic of Moldova (IEPRM) 2025-2028”, part of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
