Around 3.300 electoral officials of the 301 overseas polling stations established for the 28 September 2025 Parliamentary election of the Republic of Moldova (including 4 postal voting polling stations) will benefit from the Manual for the members of the Electoral Management Bodies in the overseas polling stations.

This hand-out was developed by the Council of Europe Office in Chisinau in cooperation with the Centre for Continuous Electoral Training to ensure that electoral process and election are conducted in accordance with the legal framework of the Republic of Moldova and international best practices in the electoral field.

The Manual provides an overview of all electoral procedures, that electoral officials shall perform during election period at the overseas polling stations, ranging from the EMB’ member first working day, election day, electoral documentation preparation, as well as counting and tabulation of the voting results.

Thanks to its comprehensive and exhaustive nature of the information included, the Manual can also be used as methodological support in the process of certifying training/specialization in the electoral field, conducted by the Centre for Continuous Electoral Training.
