Joining efforts with international partners to support the development of statistical reports and dashboards for courts and prosecution offices in Kosovo*

In February 2020, the KoSEJ II Action and the USAID-funded project ‘Justice System Strengthening Programme’ (JSSP) formulated three key recommendations for the Kosovo Judicial Council and Kosovo* Prosecutorial Council regarding the development of statistical reports and dashboards that will be generated by the new case management information system (CMIS) for courts and prosecution office in Kosovo. The expertise was provided by the CEPEJ experts Mr Marco Fabri and Mr Jacques Buhler and by Ms Cristina Malai for JSSP, in the framework of the work being conducted by the coordinated group of experts established in October 2019. The recommendations stress that it is a priority, in the best interests of the justice users) and the judiciary, to monitor the age of the pending cases as well as postponed hearings to prevent excessive length of court proceedings. The experts also emphasized that the reliability of the data is a separate but fundamental issue. Internal and external auditing should be undertaken to ensure that the data are as reliable as possible to avoid that statistical reports and dashboards are based on wrong data.

This activity is organised by the KoSEJ II Action “Strengthening the Quality and Efficiency of Justice in Kosovo”, which is part of the programme entitled "Horizontal Facility for the Western Balkans and Turkey", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
