The Council of Europe’s Committee of Experts on Criminal Asset Recovery (PC-RAC) has reached its final milestone, agreeing on the Explanatory Report accompanying the draft Additional Protocol to the Council of Europe Convention on laundering, search, seizure and confiscation of the proceeds from crime and on the financing of terrorism (CETS No. 198). During its seventh meeting, held from 8 to 10 November 2025, experts finalised the document expected to ensure legal clarity and promote coherent implementation of the Protocol across jurisdictions.
The achievement builds on progress made during earlier negotiations, which concluded with the PC-RAC agreement on the text of the Protocol in October 2025 and its subsequent approval by the European Committee on Crime Problems (CDPC) in November 2025. The agreed Explanatory Report will now be communicated to the CDPC, which will transmit it, together with the draft Additional Protocol, to the Committee of Ministers for consideration with a view to the Protocol’s adoption in 2026.
