The ongoing and future activities relating to the implementation of the Reference Framework of Competences for Democratic Culture (RFCDC) and the Free to Speak - Safe to Learn themes were presented at a forum on “Fostering Democratic Participation” organised by the Finnish National Agency for Education on 22 October in Helsinki.

During the conference, the Free to Speak – Safe to Learn project themes were introduced as a tool for implementing the RFCDC and new ideas for future activities promoting the Council of Europe tools and materials were discussed.

The forum gathered national policy makers and representatives of NGOs from Finland. National activities and initiatives were highlighted including: the Programme of the Prime Minister Antti Rinne’s Government 2019, the Policy Week for schools and Democratic Dialogue as well as a new website for teachers with materials on democracy, human rights and participation.
