HUDERIA Platform II Advances Practical Approaches to AI Risk and Governance

HUDERIA Platform II (12–13 February 2026, Strasbourg) brought together experts and practitioners for a collaborative exchange on AI risk, governance and the practical implementation of the HUDERIA Methodology. The meeting was held under the Chatham House Rule.

The Platform opened with an exchange on recent international developments in AI governance, followed by an update from the Secretariat on developments within the Council of Europe since HUDERIA Platform I.

Discussions then focused on the HUDERIA Model’s Context-Based Risk Analysis (COBRA) Resources, addressing risk factors related to the application, design, development and deployment of AI systems, as well as areas of potential concern from the perspective of human rights, democracy and the rule of law.

Further exchanges examined the usability and interoperability of the COBRA Resources, including workflows, roles and responsibilities, documentation, operational safeguards and grievance mechanisms. Private-sector perspectives on the further development of the HUDERIA Model were also discussed.

On the second day, participants exchanged views on future HUDERIA Model components and the operationalisation of the COBRA Resources, including the HUDERIA online tool and a private-sector needs assessment. The Platform concluded with reflections on next steps.

The HUDERIA Methodology was adopted in 2024 by the Committee on Artificial Intelligence (CAI) and supports the implementation of the Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law.
