Strasbourg, from 3 to 5 November 2025, the Council of Europe’s Committee on Artificial Intelligence (CAI) held its final plenary meeting. Members, participants, and observers gathered for a final round of discussions on the Committee’s work on artificial intelligence and human rights, democracy and the rule of law.
During this closing session, the CAI adopted several key documents, notably the HUDERIA Model: Context Based Risk Assessment (COBRA) Resources - which forms part of the HUDERIA Model – and helps operationalise the COBRA process through structured questions, explanations, and examples designed to support systematic risk identification and assessment. These resources represent the Committee’s final contribution to safeguarding human rights, democracy and the rule of law in the context of AI. The HUDERIA Model: COBRA Resources offer practical guidance to identify, and assess risks across an AI system’s lifecycle - from design and development to application and deployment, as well as retirement - with a commitment to ongoing review to ensure responsible, rights-compliant use.
