ln the Brussels Declaration, the Committee of Ministers was encouraged to hold thematic debates to foster an exchange of good practices among States facing similar difficulties in relation to the execution of the European Court's judgments.
The first such debate, held in March 2018 on the theme of conditions of detention, allowed extensive exchanges among the participants. lt was subsequently welcomed by the Copenhagen Declaration.
A new debate on the obligation to investigate violations of Articles 2 and 3 of the European Convention on Human Rights by law enforcement officials will take place on 12th March before the Committee of Ministers' 1340th meeting (DH).
The theme chosen for the 2019 debate takes in major structural problems revealed in numerous judgments of the Court that have been the subject of the Committee's supervision for many years.
Many states are affected by these issues which, in 2017, accounted for 17% of all leading cases under enhanced supervision.
