Prisons and Community Sanctions and Measures

The Council of Europe has an unique experience in promoting more humane and socially effective prisons. To this end a number of legal instruments have been adopted including the European Prison Rules and recommendations on education in prison, prison staff, health care in prison and prison overcrowding. These legal instruments have been brought together in one publication, the Compendium of conventions, recommendations and resolutions relating to penitentiary questions.

These instruments have been prepared by either the Council for Penological Cooperation, which is a standing advisory body to the European Committee on Crime Problems, or by ad hoc expert committees.

The Council of Europe also organises regular conferences of directors of prison administration. It publishes annual penal statistics on the prison population and community sanctions and measures (SPACE). (more)

PC-CP for Paris   
The Council for Penological Co-operation (PC-CP) expresses its deepest grief for the loss of so many lives during the terrorist attacks in Paris on 13 November 2015. Radicalisation to violent extremism and the role prison and probation services may play in identifying, preventing and dealing with these phenomena are on the top of its agenda. The PC-CP will finalise at its present meeting Guidelines for the attention of the Council of Europe member states, which will be adopted by the Committee of Ministers in the coming weeks. The PC-CP underlines in relation to this that investing in good prison and probation management, in recruitment and training of vigilant staff of high professional and ethical standing are of utmost importance in the fight against radicalisation. Prison and probation work should be seen as part of a comprehensive multi-agency strategy to combat violent extremism which requires continuity and coordination of the interventions in order to ensure respect of public safety and security and protection of human rights and fundamental freedoms by our societies.
