The Council for Penological Co-operation (PC‑CP) Working Group held its 42nd meeting in Strasbourg from 15 to 17 September 2026.

The agenda included the finalisation of the work on the revision of the Committee of Ministers’ Recommendation CM/Rec(2012)12 concerning Foreign Prisoners, the examination of its draft revised Explanatory Memorandum, as well as the first reading of the draft text of the revised Council of Europe Probation Rules.

The PC-CP Working Group also agreed on its proposal for deliverables to be included in the PC-CP’s Terms of Reference for the period 2028-2031.

The content and organisation of the 32nd Conference of Directors of Prison and Probation Services (CDPPS), to be held on 2 and 3 June 2027 in Dublin, Ireland, were also discussed.

Mr Rait Kuuse, Director General of the Estonian Prison and Probation Service, delivered a presentation of the national context and engaged in an exchange of views with the participants.

Mr Jorge Monteiro (Portugal) and Ms Carla Ciavarella (Italy) were reelected President and Vice-President of the PC-CP, respectively.
