Reform of Higher Education in South East Europe

The Council of Europe has been very active in the region of South East Europe, supporting the reform of higher education systems, advising on legislation and implementation of the Lisbon Recognition Convention.

In 2001, the Parliamentary Assembly of the Council of Europe adopted the Recommendation on Higher Education in South East Europe.

The Council of Europe participated in numerous national seminars on various topics connected to the reform of higher education in South East Europe and in December 2003 organised a conference on the Implementation of the Bologna Process in South East Europe. The conference gathered representatives of governments, higher education institutions and students, from South East Europe but also from other European regions, as well as representatives of several international organisations. The seminar was organised in cooperation with the Centre for Educational Policy Studies in Ljubljana, Slovenia and most of the materials from the conference can be found on the web site of the South East European Educational Cooperation Network (SEE-ECN).
