Bologna Policy Forum: Council of Europe underlines need for cooperation on content
The first Bologna Policy Forum was held in Louvain-la-Neuve on 29 April and gathered ministers and high ranking representatives of 15 countries from all parts of the world in addition to all members and consultative members of the Bologna Process. The Council of Europe delegation contributed to the discussion, and in his statement Sjur Bergan, Head of the Council’s Department of Higher Education and History Teaching, underlined the need to think of the Bologna Process not only as a structure but also as a community of practice that is open to all interested. He outlined some forms of cooperation on higher education reform that are not dependent on countries’ formal status within the Bologna Process. For the full text of the statement, click here

Council of Europe: Bologna must combine structure and vision
In his speech to the Ministerial conference of the Bologna Process as Head of the Council of Europe delegation, Sjur Bergan said that the Bologna Process must combine structures and vision. Speaking to the ministers gathered in Leuven on 28 April, the Head of the Council’s Department of Higher Education and History Teaching underlined that like our medieval fortresses, however, structures only make sense if they fulfil a purpose. First Bologna Policy Forum with other parts of the world
End-on with their conference in Leuven/Louvain-la-Neuve, Ministers of the Bologna Process met with countries from other regions for the first Bologna Policy Forum. High ranking representatives of Australia, Brazil, Canada, China, Egypt, Ethiopia, Israel, Japan, Kazakhstan, Kyrgyzstan, Mexico, Morocco, New Zealand, Tunisia, USA, along with the International Association of Universities participated in the Forum. In the statement adopted by the meeting, participants underlined the importance of developing cooperation on a range of policy issues. In the meeting, the Council of Europe underlined that while membership of the Bologna Process is contingent on States being party to the European Cultural Convention and committed to reform, the reform movement is also a community of practice. As such, it is open to all, and a less formalized cooperation on key issues of higher education reform will be beneficial to all parties.

Higher education: highlights of 2008-9
In the last years the Council of Europe consolidated its position as one of the main actors in the higher education reform process in Europe. The contribution of the Council of Europe to the Bologna Process focused on the recognition of qualifications, support and advice to new member countries, and specific dimensions of the Process, including governance, citizenship and culture and the social dimension of higher education.
