Call for Proposals component of the JP
The overall objective of the JP is promoting Russia’s ethnic and national minorities and better recognition of their specific integrity as regards, culture, languages, media and civil society. It is one of the priorities of co-operation between the Council of Europe and Russian Federation for 2009-2011.
Pilot regions of the Russian Federation for the JP are Altai krai, the Republic of Dagestan and the Republic of Mordovia. JP activities are also organised in other regions, including Krasnoyarsk krai and the Republic of Karelia.
As a part of its action plan, the JP includes a Call for Proposals, a tender for promoting best practices in minority languages, media, culture, education and civil society in respect of the Russian Federation ethnic minorities.
The Call for Proposals was launched on 10 November 2009 when the tender information was first published. On 4 February 2010 registration of applications was closed.
314 applications were submitted.
282 applications remained after the administrative selection in accordance with the tender announcement and the experts’ requirements.
7 experts (4 European experts and 3 Russian ones) assessed the quality of applications using the agreed Evaluation grid. Each application was evaluated by two experts (European expert and Russian one) working independently.
The final decisions on the award of grants were taken by the Selection Board at its meeting held on 27 and 28 April 2010 in Moscow. A shortlist of 24 grant recipients was approved.
The grant recipients are registered in 12 regions (including pilot regions: 4 organisations in the Republic of Mordovia and 2 in the Republic of Dagestan).
The projects are imlemented in 22 regions (including pilot regions: 3 in Altai krai, 3 in the Republic of Dagestan, 6 in the Republic of Mordovia; and also 3 in the Republic of Karelia). Several of the projects are interregional.
On 30 April 2010 the winners were notified of the results of the meeting and invited to participate in the Training Seminar for Winners on 26 and 27 May 2010 in Moscow. Representatives of all 24 successful applicants participated in the Training Seminar and learned about the JP, the procedures for preparing and signing administrative arrangements with the Council of Europe, monitoring and evaluation, and reporting requirements. Participants also established direct contact with each other.
From 24 to 31 May 2010 all unsuccessful applicants were notified of the Call for Proposals results individually.
From 1 to 30 June 2010 administrative arrangements between the CoE and each winner were agreed and signed by both parties by 15 July 2010.
By the 1st of August all the winners will have started the implementation of their projects.
A team of experts will carry out an evaluation visit in order to monitor how the selected projects are progressing in terms of use of resources, implementation and delivery of results. A visit will be conducted to one of the regions as well as to Moscow in spring 2011. The final evaluation will be in autumn 2011 after narrative and financial reports have been received from winners.
A Seminar with presentations of all winners’ projects and some interesting projects which did not receive grants this time, will be organised in Moscow in May or June 2011, with a press conference at its conclusion. Its purpose will be to promote best practices of supporting national minorities in Russia and to create a network of organisations dealing with these issues.
