The Ministers of Justice of the member states of the Council of Europe met in Tromsø on 17-19 June to discuss the topic of "Breaking the silence – united against domestic violence", a subject that has long been met with political silence. Victimes are usually but not exclusively women, with children often witnesses of violence between adults.
