The
Octopus Interface Conference
2010 will take place on 23-25
March 2010 in Strabourg. It will
be launched with a high-level
panel on “Security and
fundamental rights – what rules
for the internet”. The
conference will focus in
particular on the need for a
global capacity building effort
to enable countries worldwide to
cope with crimes committed on
the Internet.
More than 300 experts from all
over the world, representing
governments, law enforcement
authorities, international
organisations and the Internet
industry, will discuss:
- Security and privacy in cloud
computing
- Effective measures against the
sexual exploitation and abuse of
children on the internet
- The Budapest Convention on
Cybercrime as a global framework
- Cybercrime training for judges
and prosecutors
- Law enforcement
responsibilities: the role of
high-tech crime units, CERTs/CSIRTs,
ICANN, registries and registrars
- Mapping networks against
cybercrime
- Technical cooperation against
cybercrime
The Conference will take place
in the Palais de l'Europe of the
Council of Europe in Strasbourg,
France. For those not able to
participate there will be a live
webcast of plenary and some of
the workshop sessions at

Project: Expert meeting
on "Legislation and
practice in the
protection of children
from violence" (17 March
2010, Kyiv)

Strasbourg] This important event is
organised by the Council of
Europe in co-operation with the
Committee on Family, Youth,
Sport and Tourism of the
Parliament of Ukraine. It aims
at examining the current stage
of the implementation of the
legislation with regard to the
protection of children against
violence, in particular against
sexual exploitation and sexual
abuse and the need for specific
new provisions to meet the
requirements of the Council of
Europe Convention on the
Protection of Children against
Sexual Exploitation and Sexual
Abuse (CETS No. 201), Convention
on Action against Trafficking in
Human Beings (CETS No. 197) and
European Social Charter
(revised). It also focuses on
the analysis as to what extent
children’s rights are observed
by the police, prosecutors and
courts during legal procedures
where children act as witnesses,
victims or accusers.
The need for a specific legal
and social policy will be
addressed and a preliminary
concept to ensure coherence
between the Ukrainian criminal
and civil legislation regarding
the prevention and prosecution
of the sexual offences against
children will be presented to
the Parliamentarians.
TRES Project: Workshop on
“Protecting children online –
Internet Hotline” (18-19 March
2010, Kyiv)
[12 March 2010,
Strasbourg] This event will aim at
examining the current situation
in Ukraine with regard to the
law and practice of protection
and assistance to child victims
of sexual offences through an
Internet Hotline, in the light
of Articles 11-13 of the Council
of Europe Convention on the
Protection of Children against
Sexual Exploitation and Sexual
Abuse (CETS No. 201) and the
Articles 5-6 of the Convention
on Action against Trafficking in
Human Beings (CETS No. 197). It
should also contribute to set up
the standards for the operation
of an effective Internet Hotline
for children in Ukraine, in
conformity with the above
mentioned Conventions. Finally,
it will allow discussions
regarding the performance of an
Internet Hotline as an essential
instrument for fighting against
illegal content online, such as
child sexual abuse images and
providing an anonymous facility
for the public to report
suspected illegal content
encountered on the Internet in a
secure and confidential way.

Project on Cybercrime in
Georgia: Conference on
cybercrime (2 March
2010, Tbilisi)

The progress made by
Georgia in fighting
cybercrime will be
discussed during the
Conference held at the
Ministry of Justice.
Recently, Georgian
authorities have
finalised drafting the
amendments on cybercrime
and data protection
legislation in view of
complying with the
international standards
and they are in the
process of establishing
a High Tech Crime unit
to investigate
cybercrime and deal with
digital evidence.
Representatives from the
Ministry of Justice and
the Ministry of Internal
Affairs will also
discuss further steps to
be taken as regards the
ongoing legislative and
institutional reform
process.
The joint EU/CoE Project
on Cybercrime in Georgia
provided continuous
support to this process
by carrying out several
activities to assist the
authorities in their
efforts to strengthen
capacities in Georgia
against cybercrime.

series of activities

future High Tech Crime
unit with an insight
into the criminal use of
technology and to

A Presentation
for Media on National
Anti-Corruption Strategy
and on the results of
two GEPAC surveys took
place at the State
Chancellery. The
representative of the
survey company GORBI
presented the findings
of the surveys of
“Perception of
Corruption in Georgia –
General Public Survey”
and “Perception of
Corruption in Georgia –
Survey of Public
Officials”.
The Strategy was
presented by Mr Vakhtang
Lejava, Chief Adviser to
the Prime Minister of
Georgia on Economic and
Governance Affairs. His
presentation included
the role of the
Anti-Corruption Council
and the process of
Anti-Corruption strategy
formulation, and modes
of cooperation in this
process.

Perception of Corruption
Surveys are completed
[28 January 2010,
Strasbourg] The two surveys were conducted
among the general public
and the public officials
and addressed the
perception of corruption
in Georgia.
The general public
survey assessed the
degree of integrity of
various service
providers, the existing
corruption reporting
system, prevailing
attitudes and the role
of the Georgian Legal
System. Aspects of the
educational and public
health care systems, as
well as electricity,
water and gas utilities
were also examined.
The public official
survey marked
differences in the
number of observed cases
of corruption in the
last five years. The
most important
improvement was noted in
human resources
management. Most publics
officials consider
cronyism and bribes as
practices of the past.
Both surveys results
will be shared with
public during a
presentation for the
media scheduled for the
end of January 2010 in
Tbilisi.

The 8th Meeting of the
Prosecutors' Network of Western Balkans will be
dedicated to the matter
of exchanging data on
criminal proceedings. In
fact, the Convention on
Mutual Assistance in
Criminal Matters and its
Additional Protocols
clearly provide for the
exchange of such data
between ministries of
justice. However, it
appears that this
information is not
shared with prosecutor’s
offices. The meeting
will therefore discuss examples of good
practice from European
countries, the various
approaches in the
project areas to this
complex issue and
possible ways of closing
the existing gaps.

the amended Memorandum

Chief prosecutors of Albania, Bosnia
and Herzegovina, Croatia, Montenegro, Serbia and "the
former Yugoslav Republic of Macedonia" will meet on 25
January in Rome to sign the amended Memorandum of
Understanding for Regional Co-operation against
Organised Crime and Other Forms of Serious Crime. The
initial memorandum was signed on 30 March 2005 in Skopje
and marked the establishment of the Prosecutors’
Network; it provided vital basic elements for
strengthening cross-border co-operation in fighting
organised crime. The revised Memorandum broadens the
scope of prosecutorial co-operation between the project
areas by including other forms of serious crime (read

Anti-Corruption Strategy

One of the main aims of
the GEPAC project has
been to assist the
drafting of the
Anti-Corruption Strategy.
In relation to this, a
public discussion on
national Anti-Corruption
Strategy of Georgia took
place with the
participation of
representatives of Non-Governmental
Organisations (NGOs) and
Academia. The draft
current strategy was
presented to the
participants and
templates were
disseminated in order to
receive feedback from
them. The deadline for
receiving the
submissions was set as
the end of January 2010.

The Council of Europe
organised training for the public
officials dealing with granting
access of public information. The
objective of the meeting was to
discuss the national legislation on
free access to public information
and the problems of implementation
of this legislation in practice. The
discussion was aimed at the solving
of the day-to-day difficulties
connected with the providing of the
public information to the citizens.
