Launching of the Electronic Platform for monitoring the implementation of the National Action Plan on Promotion of Open Government (2016-2018)
(Baku, Azerbaijan, 23 January 2017)

On 23 January 2017, the Council of Europe and the Commission on Combatting Corruption will hold a launch event of an online monitoring and reporting system (E-Platform) of the National Action Plan on Promotion of Open Government (2016-2018), developed under the PCF-Azerbaijan project. The E-platform will simplify and expedite the submission of progress reports by government authorities tasked with carrying out specific measures under the Action Plan and will facilitate reviewing and monitoring by the Commission on Combatting Corruption. The launch event, organised in co-operation with the State Agency for Public Services and Social Innovations, will also serve as a training session for representatives of reporting government authorities and civil society organisations tasked with monitoring the implementation of the National Action Plan.


Workshop on Mutual Legal Assistance in Asset Recovery
(Baku, Azerbaijan, 31 October-1 November 2016)

On 31 October-1 November 2016, the Council of Europe held a two-day workshop on Mutual Legal Assistance in Asset Recovery for prosecutors, investigators, financial analysts, as well as for the representatives of the Ministries of Justice and Foreign Affairs, the Justice Academy and the Judicial-Legal Council. The training was organised by the Council of Europe, in co-operation with the Anti-Corruption Directorate under the General Prosecutor of the Republic of Azerbaijan. The first day of the workshop focused on asset recovery and provided an overview of basic principles, institutional and legal frameworks, good practices and challenges in asset identification, as well as asset tracing and management. The sessions on the second day of the workshop focused on the practical aspects of drafting an MLA request and highlighted the challenges that may arise during the process.

Seminar on transparency in political party financing
(Baku, Azerbaijan, 7 June 2016)

Representatives of Central Election Commission, Ministry of Justice, Ministry of Finance, Chamber of Auditors and political parties will take part in a seminar on Transparency in Political Party Financing, which will take place in Baku on 7 June 2016. The seminar is organized in co-operation with the Central Election Commission and will focus on key aspects of the political funding, such as the transparency of political funding, monitoring in compliance with existing regulations and possible sanctions. The participants will also be informed about the re
quirements for financial reporting as per national legislation.

Training on Plea Bargaining and Non-Prosecution Agreements
(Baku, Azerbaijan, 17 May 2016)

Prosecutors, judges, and investigators from six government agencies will take part in a workshop organised on 17 May 2016 in Baku. Participants will consider the conceptual and practical aspects of application of plea bargaining and non-prosecution agreements with respect to corruption offences, as well as discuss the ways in which plea bargaining is practiced in various jurisdictions. The training is organised by the Council of Europe, in co-operation with the Anti-Corruption Directorate under the General Prosecutor of the Republic of Azerbaijan. The topic of the training is of high relevance, as Azerbaijan is anticipating the introduction of plea bargaining into preliminary investigations of corruption cases.

Anti-Money Laundering Training
(Baku, Azerbaijan, 16 May 2016)

Representatives of Azerbaijanís law enforcement agencies, tax and financial supervision authorities, auditors and financial investigators will attend an Anti-Money Laundering training on 16 May, taking place in Baku. Council of Europeís international experts will present best practices and challenges in AML cases and invite participants to take part in the analysis of case studies on financial investigations and prosecution of money laundering schemes involving offshore companies. The workshop is organised in cooperation with the Anti-Corruption Directorate under the General Prosecutor of the Republic of Azerbaijan.

Public Discussion on draft Anti-Corruption Action Plan
(Baku, Azerbaijan, 14 March 2016)

The Council of Europe and the Commission on Combatting Corruption of the Azerbaijan Republic will hold a public discussion on the draft Anti-Corruption Action Plan on 14 March 2016 in Baku. In view of making the drafting process as transparent and inclusive as possible, the event will provide a platform for up to 75 representatives of state agencies, civil society organizations and professional associations to contribute their views on measures to prevent and combat corruption in the country. The anticipated action plan will be the countryís fourth strategy document on anti-corruption and transparency, with the last plan having expired in 2015.
