Workshop for the members of the New Independent Appeal Committees and administrative judges on the ECHR and the protection of asylum-seekers in Greece

On 8 November 2016, the HELP Programme and the National School of Judges, in cooperation with the Association of Greek administrative judges, the UNHCR and with the support of DG Justice of the European Commission under the framework of HELP in the 28 programme; organised a workshop on the ECHR and the protection of asylum-seekers and brought together members of the New Independent Appeal Committees and administrative judges. The event is being held at a critical time given the continuous challenges faced by the judiciary in Greece in dealing with the current refugee situation, despite the significant decrease in the number of arrivals since the adoption of the EU-Turkey statement. As the European Court of Human Rights (ECtHR) ruled on a number of occasions that such challenges do not affect the States’ responsibility to comply with the ECHR standards. A proper implementation of these standards at the domestic level (in accordance with the subsidiarity principle) often allows some of these challenges to be tackled. This event will also be the occasion to launch the HELP/UNHCR Course on the ECHR and Asylum for a pilot group of 25 administrative judges which will be adapted to the specific national context in Greece and eventually integrated in the continuous training curriculum of the National School of Judges.
