HELP Training-of-Trainers (ToT) in Montenegro

A HELP Training-of-Trainers (ToT) session was organised in the framework of the HELP in the Western Balkans and Turkey project in Podgorica, Montenegro from 10 to 12 October 2016. Up to 27 participants representing the Judiciary, the Bar Association of Montenegro as well as the Ombudsperson Office attended the 3 day training. The aim of the ToT session was to set up a pool of HELP Certified trainers, who will be involved in the implementation of the HELP Programme in Montenegro.

To ensure high quality and harmonisation of the HELP distance, blended and face-to-face courses and to ensure the sustainability of the HELP Programme, participants were provided with relevant training on the HELP Methodology, human rights topics including updates on recent Strasbourg jurisprudence, and the HELP Training platform (Moodle).

Four human rights topics were covered during the HELP ToT session: Admissibility criteria in applications submitted to the European Court of Human Rights; Children’s Rights and Child-friendly Justice; Data protection and privacy rights; Hate crime and Hate speech. Starting from December 2016, the above mentioned HELP courses will be launched in Montenegro for a selected group of legal professionals.

The courses on Admissibility criteria, Data protection and privacy rights (developed in the framework of HELP in the 28) as well as Hate crime (developed jointly with the OSCE Office for Democratic Institutions and Human Rights - ODIHR) and Hate speech are available in English on the HELP e-learning platform. The HELP course on Child-friendly Justice and Children’s Rights will be developed in the framework of the HELP in the Western Balkans and Turkey project and will be available in 2017 as a joint initiative between the HELP Programme and the Council of Europe Children’s Rights Division.
