In cooperation with the Judicial Training Center, the HELP/ODHIR course on hate crime as combined with the HELP course on hate speech were launched for a selected group of Montenegrin judges, prosecutors and Ombudsperson Office staff.

After a general introduction to the HELP Programme, participants could benefit from an overview of the mandate and activities carried out by the OSCE mission to Montenegro.

The HELP course will be moderated by national tutors over a period of 6 weeks and it will be available in Montenegrin in the HELP e-learning platform.

Hate crime and hate speech are growing problems across Europe, but the public in general and legal professionals are not always well equipped to address it. As a response to this problem, the course on hate crime was developed as a joint initiative between the HELP Programme and the OSCE Office of Democratic Institutions and Human rights (ODIHR). The module on hate speech was developed by HELP.

The course is available in the HELP e-learning platform in English, Bosnian and Hungarian.
