The HELP in the 28 course on “Data Protection  and Privacy Rights” was launched in Rome on 13 July 2016 in collaboration with the Italian Bar Council (Consiglio Nazionale Forense - CNF).

The course will be followed by 26 lawyers and 5 officials from the Italian Data Protection Agency. Most of the participants come from different regions in Italy. The course will be moderated by lawyer Giorgio Giannone Codiglione.

The kick-off event included interventions by officials of the CNF, the Data Protection Agency, the EU, the European Court of Human Rights (ECtHR) and Academe. The President of the Council of Bars and Law Societies of Europe (CCBE) concluded the event, stressing the importance of the topic in the current European context.

The course covers in an interactive way the key concepts, the legal framework of the Council of Europea (CoE) and the EU (directly applicable at national level), the case law or the European Court of Human Rights (ECtHR) and of the Court of Justice of the European Union (CJEU) and specific areas of data protection such as medical sector, media, new technologies (i.e. GPS, drones, CCTV), e-communication and marketing, and workplace surveillance. One of the key reference materials to develop this course has been the Handbook on Data Protection developed jointly by the EU FRA and the CoE together with the Registry of the ECtHR.

The course was developed thanks to the European Programme for Human Rights Education for Legal Professionals in the EU (HELP in the 28). Funded by the EU, and implemented by the CoE using the HELP methodology, HELP in the 28 is the largest EU Programme on human rights education for judges, prosecutors and lawyers in the EU.
The English version of the course will be publicly available by mid-August, once adapted to the EU reform adopted in April. A presentation video of the course is available here.
