The Monitoring Group discussed a draft recommendation on the protection of whistleblowers in the context of the fight against doping in sport. The document highlights rights and duties of whistleblowers and key measures to be taken to ensure their protection. The Monitoring Group also discussed a draft recommendation on general principles of fair procedure applicable to anti-doping proceedings in sport in order to strengthen human rights protection .

The Evaluation reports of the visits to the Netherlands (13-15 September 2021) and the Russian Federation (21-23 September 2021) were presented and discussed. Both reports should be published in January 2022.

Finally, the Monitoring Group welcomed the statement of Bjørn Berge, Deputy Secretary General of the Council of Europe, on the role of the Council of Europe in strengthening the fight against doping as well as promoting its values in and through sport.
