States Parties adopt new recommendation to tackle doping risks in recreational sport

At its 61st meeting, held on 3-4 September 2025 in Strasbourg and online, and chaired by Michał Rynkowski (Poland), the Monitoring Group of the Anti-Doping Convention (T-DO) confirmed the adoption of the Recommendation on measures to address the risks of doping in recreational sport [document T-DO(2025)20], which entered into force on 1 August 2025. During the meeting the Monitoring Group also held an exchange between delegations regarding possible implementation strategies to strengthen legal frameworks, prevention and education initiatives, cooperation with the health and sport sectors, and, where relevant, testing and harm reduction services. 


The Recommendation also highlights the importance of raising awareness within the medical community, providing treatment and recovery support, and conducting ongoing monitoring and research to safeguard public health and promote doping-free recreational sport.


In parallel, the International Journal of Drug Policy published on 24 September 2025 the article Anti-doping Measures in Gyms and Fitness Centres: A Mapping of Practices in the States Parties of the Council of Europe’s Anti-Doping Convention. The study offers insights into current approaches across Europe and underpins the new Recommendation.
