The Enlarged Partial Agreement on Sport (EPAS) is seeking to integrate a youth perspective in the preparations for the 19th Council of Europe Conference of Ministers Responsible for Sport, which will take place in Monaco on 3-4 November 2026. The theme of the Conference will be “Safer and healthier sport for all children”.

With this in mind, EPAS is going to select up to 70 youth representatives, aged 18 to 30, who will contribute to discussions at the joint annual meeting of its Governing Board and Consultative Committee, in particular during the Ministerial Conference preparatory session.

The designated youth participants will take part in:

• A youth event prior to the EPAS joint plenary meetings, on 26 May at the European Youth Centre in Strasbourg.
• The morning session of the EPAS joint plenary meetings, on 27 May at the European Youth Centre in Strasbourg.

In the context of past Ministerial Conferences, concrete steps have already been taken to provide opportunities for young people to share their experiences and expertise. The incorporation of a youth perspective across Council of Europe activities has been further implemented since the adoption of the Reykjavik Declaration at the 4th Summit of Heads of State and Government (16-17 May 2023). One of the objectives of this milestone document is to ensure that young people's voices are instrumental in shaping our policies and practices.

The EPAS initiative acknowledges the relevance of meaningful youth participation in policy making. By incorporating a youth perspective, it aims to raise awareness among policy makers on the importance of co-operating with young people in all matters that concern them.
