Strengthening transparency and integrity in election-related public procurement in Bosnia and Herzegovina

16 staff members of the Central Election Commission of Bosnia and Herzegovina broadened their understanding of public procurement rules and procedures during a training programme in Neum on 21-23 April, organised by the Council of Europe.

Participants discussed practical challenges related to planning, contracting and implementation of procurement procedures, based on lessons learned during the procurement linked to the introduction of election technologies. The sessions also opened discussions on increasing the Commission’s human resources, improving co-ordination between organisational units, and making existing procedures more efficient and transparent.

Improving transparency, integrity and efficiency in public procurement remains an important part of strengthening democratic processes in Bosnia and Herzegovina, particularly in institutions responsible for organising elections. This training programme forms part of broader efforts to strengthen institutional capacities and support more accountable and effective public administration, in line with the principles of the New Democratic Pact for Europe.

The training programme was organised as part of the Council of Europe project “Supporting transparency, inclusiveness and integrity of electoral practice and processes in Bosnia and Herzegovina”, funded through voluntary contributions under the Council of Europe’s Action Plan for Bosnia and Herzegovina 2022-2025.
