The power of sport as a tool for development and inclusion
The 2025 edition of the North-South Dialogues will take place on 21 May at 16:00 CET at Palais de l’Europe, in Strasbourg, France, and broadcast online.
Inspired by the exemplary work of the 2024 North-South Prize laureates — Mr. Miguel Ángel Moratinos, United Nations Under-Secretary-General holding the post of High Representative for the United Nations Alliance of Civilizations (UNAOC), and the initiative enabling refugees to compete in the Olympic and Paralympic Games (led by the International Olympic Committee, the Olympic Refuge Foundation, and the International Paralympic Committee)—the Dialogues will focus on values-based sport and its power as a tool for development and inclusion.
Organised by the North-South Centre, in collaboration with the Enlarged Partial Agreement on Sport (EPAS), the North-South Dialogues 2025 will bring together high-profile figures, athletes, and the expertise of leading organisations in the field of sport. The discussions will highlight the transformative power of sport in promoting education, inclusion, and integrity, while also addressing urgent human rights challenges in sport and examining the legal frameworks designed to overcome them. The North-South Dialogues bring together stakeholders from Europe, Africa, the Middle East, and beyond, to explore opportunities for cooperation and address shared challenges. By identifying key areas of contention and fostering collaborative solutions, these discussions aim to build trust and strengthen partnerships, in line with values and standards of the Council of Europe that are shared in other regions.

Amb. Francesca Camilleri Vettiger
Chairwoman of the North-South Centre Executive Commitee
H. E. Ambassador Francesca Camilleri Vettiger was appointed as Permanent Representative of Malta to the Council of Europe as of 19 June 2023. In this role, she currently serves as the Chair of the Executive Committee of the North-South Centre of the Council of Europe. She served as the Deputy Permanent Representative and legal advisor at the Permanent Representation of Malta to the Council of Europe since April 2019. She worked as coordinator on International Human Rights Law matters within the Ministry for Foreign Affairs and Trade Promotion in Valletta. In 2016 she was posted to Geneva as Senior Policy Officer at the Permanent Representation of Malta to the United Nations and other International Organisations where she represented Malta at the World Trade Organisation in preparation for and during Malta’s Presidency of the Council of the European Union.

Pau Solanilla Franco
Specialist on strategic communication and sport diplomacy
Pau Solanilla Franco is a Public Sector Partner at Harmon Consulting firm and an expert in diplomacy, reputation, and governance.
He has served as Commissioner for International Relations and City Promotion for Barcelona City Council, and the attraction of major sporting events such as the America's Cup and the Tour de France. He was responsible for global relations for the Digital Future Society at the Mobile World Capital Barcelona Foundation; General Manager of LLYC for Panama and Cuba; General Manager for Morocco and the MENA North Africa region of the MAGTEL Group; executive advisor at the Ministry of Foreign Affairs and Cooperation; and technical advisor at the European Parliament in Brussels and Strasbourg.
He is an entrepreneur, trainer, and former rugby player in several teams in Spain and Belgium. With a neo-nomadic spirit, he has lived and worked in Barcelona, Brussels, Paris, Madrid, Casablanca, Seville, and Panama. Editor of Think Net Sostenibles.Org and professor of the Global Master's in Public Affairs: Lobbying, Corporate Diplomacy, and Intelligence Analysis at IMF Smart Education.
He has written several books and published articles, including "Sport Diplomacy, Reputation, and Country Branding," and is the driving force behind the 1st Forum on Inclusion, Development, and Sustainability in Latin America at the Madrid Sport Summit.

Nawal El Moutawakel
Olympian, Vice-President of the International Olympic Committee, former Minister of Youth and Sports of the Kingdom of Morocco
Mrs Nawal El Moutawakel is a Vice-President of the Olympic Committee and a member of the coordination commission of the Los Angeles 2028 Olympic Games.
She made history as the first Arab, African and Muslim female to win a gold medal in the Olympic Games, with her victory in the inaugural 400m hurdles women.
In her athletic career, Mrs Nawal won numerous national, regional, and international titles, becoming a prestigious and inspirational figure in athletics and global sports history.
Mrs Nawal El Moutawakel transitioned into public service and sports administration. She held governmental positions in Morocco, including Secretary of State for Youth and Sport and later Minister of Youth and Sports. She also served as a Member of Parliament from 2016 to 2021. Her administration roles extend across numerous national and international sports bodies, including the Moroccan National Olympic Committee, FIFA, and various Arab, African, and Mediterranean sports organizations.
In the International Olympic Committee, Mrs Nawal served twice as a member of the Executive Board and is now on her second mandate as Vice-President. She also chaired Olympic Games evaluation commissions for London 2012 and Rio 2016 and coordination commissions for Rio 2016 and the upcoming Los Angeles 2028.
In recognition of her work, Mrs Nawal El Moutawakel has received numerous national and international honours and became a UNICEF and UN Goodwill Ambassador. Her lifelong commitment to sport, leadership, and empowerment continues to shape global conversations on the role of women in sports and society.

Allan Williams
Chairperson of the Working Group for Safeguarding in Sport of the African Union Sports Council
Founder of the South African Youth Ministers Programme, a nonprofit organization aimed at deepening democracy in South Africa through civic youth awareness and role play.
In 2002, Allan was awarded the Ashoka Fellowship. Ashoka identifies and supports the world's leading social entrepreneurs, learns from the patterns in their innovations, and mobilizes a global community that embraces these new frameworks to build an "everyone a changemaker world.”
In 2003, for his work in civil society and democracy education, Allan was awarded the Clinton Democracy Fellowship along with 10 other fellow South Africans. The Clinton Democracy Fellowship at City Year brings together emerging leaders from outside the US to inspire the development of citizen service programs around the world.
In 2019, Allan was appointed Chairperson of the UNESCO CIGEPS subcommittee in South Africa by the Honorable Minister of Basic Education to oversee and fast-track actions relating to the Kazan Action Plan and SDGs through sport for peace and development.
Allan currently sits on the Technical Committee for Sport for Development at the African Union Sport Council and is the current chair of the African Union Sport Council Safeguarding Working Group subcommittee. Allan is the CEO of the Sport for Social Change Network Africa, spanning 23 African countries and working with 134 SSCN NGO members.

Didier Sauvaire
Vice-President of the Confédération Internationale des Unions Sportives Francophones
Didier Sauvaire is Vice-President of the Confédération Internationale des Unions Sportives Francophones (CIUSF) and a member of the Scientific Committee of the International Wrestling Federation. Didier has also held local political offices as Mayor of Balaruc-les-Bains and First Vice-President of the Agglomération de Sète, in charge of regional planning. Author of more than thirty scientific publications, he actively promotes the recognition of sport, and wrestling in particular, as a vehicle for education, health and international cooperation in the French-speaking world, particularly between African and European countries. Didier Sauvaire is a pharmacist and Doctor of Pharmaceutical Sciences with a recognised career in higher education, public health and international sport.
