Evaluation is a systematic and impartial assessment of an activity, project, programme, strategy, policy, topic, theme, sector, operational area or of institutional performance. It is guided by pre-defined criteria - relevance, efficiency, effectiveness, coherence, impact and sustainability - established by the OECD Development Assistance Committee (DAC). Evaluation is also governed by United Nations Evaluation Group (UNEG) norms and standards.
