On 7 July, a delegation from the Albanian General State Advocate’s Office visited the Council of Europe for an exchange with representatives from the Department for the Execution of Judgments, Human Rights and Justice Co-operation Department, the Co-operation in Policy and Deprivation of Liberty Division, the Roma and Travellers Division and the Registry of the European Court of Human Rights.
Participants discussed the progress in executing judgments concerning Albania, including cases relating to the right to access to court (Ibrahimi and Others), domestic authorities’ failure to execute final judicial decisions (Brahimaj and Others group), failure by public administration to implement domestic decisions (Memishaj and Others group), the fairness of criminal proceedings held in absentia (Jaupi), failure to implement comprehensive desegregation measures in an elementary school attended almost exclusively by Roma and Egyptian children (X and Others), and poor conditions of detention, inadequate medical treatment, and the unlawful detention of a mentally-ill person subject to court-ordered compulsory medical treatment (Strazimiri).
The participants agreed on the need to furtherenhance domestic mechanisms for the effective implementation of judgments of the European Court and to strengthen inter-institutional cooperation and coordination, including through collaborative initiatives with the Council of Europe.
