The Council of Europe/EU joint “Project against Economic Crime in Kosovo” (PECK III) is supporting the authorities of Kosovo in establishing a Confiscation Fund. In 2021 the project provided recommendations on the legal initiative aiming at establishing a Confiscation Fund from the confiscation of illegally acquired assets.

To further assist the involved authorities in this process the project supported the organisation of a Roundtable on “The establishment of a functional Confiscation Fund in Kosovo*” which took place on 30 May 2022 in Pristina with the participation of representatives of Ministry of Justice, Agency for Managing of Sequestrated and Confiscated Assets (AMSCA), Ministry of Finance, law enforcement authorities, civil society and international partners.

The roundtable was an opportunity to present the revised Concept document prepared by the Ministry of Justice; and the Council of Europe study on comparative good practices of functioning and managing a confiscation fund as well as to exchange with involved stakeholders.

Following this activity, the Government of Kosovo approved the Concept document on the establishment of the Confiscation Fund which paves the way to changes to the legal framework and offers practical opportunities to the use of the Confiscation Fund (including the social reuse of assets).

The Project will provide further support and advice to support the establishment and management of the Confiscation Fund.

The activity was organised within the framework of the “Project against Economic Crime in Kosovo” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
