Application of the European Charter of Local Self-Government in Turkey

A delegation of the Congress of Local and Regional Authorities of the Council of Europe is making a follow-up visit to Turkey on 1 December to update its 2019 report on the application of the European Charter of Local Self-Government in that country.

The delegation led by co-rapporteurs Vladimir Prebilic (Slovenia, SOC/V/DP) and David Eray (Switzerland, EPP/CCE) will have meetings with the Minister of the Interior, Mr Süleyman Soylu, and the Mayor of Ankara, Mr Mansur Yavaş, as well as with the Turkish delegation to the Congress.

The delegation will also meet with representatives of Turkish political parties.

The updated report on the application of the Charter will be examined by the Congress at its next session in March 2022.

Turkey ratified the European Charter of Local Self-Government in 1992. Countries that have ratified the Charter are bound by its provisions. The Charter demands the implementation of a minimum set of rights which constitute the core basis for local self-government in Europe. The Congress of Local and Regional Authorities of the Council of Europe ensures that these principles are respected in the 47 member States of the Council of Europe.
