Prosecutors across Kosovo are now benefiting from a new set of decision templates integrated into the Case Management Information System (CMIS), helping them save time when drafting decisions. The templates were designed for prosecutors' most commonly used legal documents, making them highly practical for daily use.
The initiative was implemented based on the expertise of CEPEJ, who developed an Action Plan setting out the key steps for the development of the templates. The process began with an expert mission in March 2025, followed by a CEPEJ-supported workshop on 10–11 June 2025 dedicated to drafting the templates.
The templates were subsequently developed within the CMIS and piloted at the Prizren Basic Prosecution Office, in line with the recommendations of the Action Plan. Following a successful pilot phase completed in March 2026, the templates were rolled out to all prosecution offices in Kosovo.
By the end of May 2026, the templates had been accessed more than 4,000 times by 186 prosecutors, highlighting both their practical value and their widespread adoption across the prosecution service.
In addition to increasing efficiency, the templates improve data quality by enabling automatic reuse of information that support staff enter into the system. They also support a more harmonised approach to drafting prosecutorial decisions across Kosovo.
