Building in particular on the report “Assessment and Diagnostics to improve the efficiency and quality of the justice system in Ukraine in special circumstances and in the long term” prepared by the experts of the European Commission for the Efficiency of Justice (CEPEJ), an online working meeting was organised on 13 March 2026 with the High Council of Justice (HCJ) of Ukraine and the pilot courts to discuss next steps and future cooperation.
This report will be modified to take into account the comments and updated data on court performance and human resources.
The Ukrainian participants expressed their needs for support and for practical advice on the use of data for managerial decisions, performance management, monitoring and managing backlogs, promotion of alternative dispute resolution mechanisms, as well as wellbeing of judges and the integration of AI and digital ethics in court operations.
A calendar of potential activities in 2026 will be established according to the institutional priorities, and with the aim to support the advancement of justice reforms in Ukraine in the current special circumstances.
