At its meeting on 20 October 2017 in Strasbourg, the Bureau of the Congress, informed that the Azerbaijani authorities were failing to abide by the judgement of the European Court of Human Rights in the case of Ilgar Mammadov, decided to join the initiative taken by the Bureau of the Parliamentary Assembly by calling on the High Contracting Parties to the European Convention on Human Rights to apply, as soon as possible, the procedure foreseen under Article 46.4 of the Convention.
