Congress Monitoring Committee submits European Charter of Local Self-Government compliance reports on Bulgaria and Azerbaijan

The Monitoring Committee of the Congress of Local and Regional Authorities of the Council of Europe met online 28 April 2021, chaired by newly elected Chair Gudrun Mosler-Törnström (Austria, SOC/G/PD), .

The Committee considered the application of the European Charter on Local Self-Government in Bulgaria (rapporteurs: Bryony Rudkin (United Kingdom, SOC/G/PD) and Randi Mondorf (Denmark, ILDG)) and in Azerbaijan (rapporteurs: Bernd Vöhringer (Germany, EPP/CD) and Stewart Dickson (United Kingdom, ILDG)). The Committee also considered remote monitoring meetings in Spain on 18-20 May 2021 and Germany on 26-28 May 2021), as well as the monitoring reports in preparation concerning Albania, Cyprus, the Netherlands, and North Macedonia.

The Committee agreed to prepare a report on the situation of independent candidates and opposition in local and regional elections and a report on human rights and environment.
