Ukrainian local authorities promote innovative open government approaches

“Local open government and public ethics are a cornerstone for Ukraine’s recovery”, highlighted Congress Secretary General Mathieu Mori, during the event organised jointly by the Congress and the Association of Ukrainian Cities (AUC) to in a hybrid mode, in Kyiv on 11 May 2023. As one of 1,300 activities that took place in 70 countries around the world within the Open Gov Week, a global call to action to enhance government responses to citizen’s needs, this event disseminated successful inclusive, innovative and diverse initiatives implemented country-wide by Ukrainian local authorities during the war.

“Ukraine’s resilience relies on the engagement of all stakeholders in decision-making processes” stressed the State Secretary of the Cabinet of Ministers of Ukraine,Oleksandr Yarema. Together with the Deputy Minister of Youth and Sports of Ukraine, Maryna Popatenko, they restated their strong commitment to ensure open dialogue with residents of local communities, to build local alliances involving young people and vulnerable groups in decision-making processes, seeking to restore social cohesion.

“Local authorities are showing leadership around the world”, emphasised Deputy Director of OGP Local, Rudi Borrmann while reiterating the high importance of their meaningful involvement for an open and participatory recovery of Ukraine.

The event included the ceremony where the Chair of the Association of Ukrainian Cities and Mayor of Kyiv Vitali Klitschko awarded certificates to local communities that demonstrated outstanding achievements in applying innovative and resilient open government approaches in times of war. The public competition, launched jointly with the AUC and the Congress, resulted in over 200 applications from local authorities representing all regions of Ukraine.

The event was organised as part of the project “Strengthening multi-level governance, democracy and human rights at local level in Ukraine” implemented by the Congress of Local and Regional Authorities within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026. The project aims to strengthen the dialogue, partnership and consultation between different levels of government; enhance collaborative governance and citizen participation in line with the principles of local democracy and open government; and promote and guarantee the right to equality and non-discrimination at local level, for the recovery and reconstruction of Ukraine.
